Lawrence J. Sisung, Jr.
Mr. Sisung earned a Bachelor’s degree in Business Education and Accounting and a Master’s degree in Administration, Supervision, and Statistics from Northwestern State University.
Mr. Sisung is a fully licensed General Securities Representative (Series 7), General Securities Principal (Series 24), Municipal Securities Principal (Series 53), Direct Participation Program Principal, Financial and Operations Principal (Series 27), Government Securities Principal and a Registered Investment Adviser Representative (Series 65). Mr. Sisung is also a licensed real estate agent and broker with the state of Louisiana. He also holds a license as an insurance agent with the state of Louisiana.
Prior to forming The Sisung Group, Mr. Sisung worked in the public sector for over 20 years, eight of which he served as the Superintendent and Chief Executive Officer of the 35th largest school district in the United States. In this position he oversaw over 7,000 employees, 75,000 students and managed multi-million dollar operating and capital budgets. Mr. Sisung was able to take an early retirement from public service and use his experiences to form The Sisung Group. He has now amassed over four decades of finance, management and development experience as an executive, issuer, project manager, financial adviser, investment consultant, underwriter, asset manager, venture capitalist, real estate developer and general business consultant.
As President of Sisung Securities Corporation, Mr. Sisung has served on underwriting and financial advisory teams that have secured billions in funds. As a managing member of Sisung Investment Management Services, LLC, he has led the acquisition of hundreds of millions of dollars in assets for management and is responsible for the development of the firm’s Tactical Asset Allocation investment approach. As a managing member of Sisung Capital, LLC, Mr. Sisung has created a company dedicated to providing alternative financing to small businesses so as to have a positive impact on their economic futures as well as those of the communities in which they reside. As a managing member of United Professionals Company, LLC, Mr. Sisung has created a firm that provides comprehensive assistance and solutions in the areas of business development and real estate projects.
Mr. Sisung is a member of numerous professional and business organizations and has served on FINRA’s Business District Conduct Committee and as an arbitrator for FINRA.
Robert Lane Sisung
Mr. Sisung has over two decades of experience in financial, real estate and investment transactions. His most recent projects include successful development and implementation of the Healthcare Finance Consulting and Film Finance business lines for the Sisung Group. The Healthcare Finance Consulting line involves work with governmental entities and healthcare providers to maximize Federal Participation for eligible Medicaid expenditures. The Sisung Group’s work in these endeavors has yielded its clients tens of millions of dollars in annual recurring benefits. The Film Finance line is focused on investing in film tax credit incentives, secured distribution agreements, gap financing of unsold territories and mezzanine loans. In its first year of operations, under the leadership of Mr. Sisung, the Sisung Group has committed to millions of dollars in film investments. Mr. Sisung’s previous endeavors include the successful creation, development and implementation of the corporate finance and mergers and acquisitions operations of Sisung Securities Corporation; the creation and operations of Sisung Capital that include raising and investing millions of dollars in venture capital funds in Louisiana; and the growth and management of over $1 billion dollars in assets under management in Sisung Investment Management Services. Mr. Sisung also manages and directs all Sisung Group real estate, project management, and business development projects ranging from large-scale multi-use developments to multi-facility capital infrastructure projects. Mr. Sisung sits on the investment committee for Sisung Investment Management Services, LLC and also serves as in-house counsel for the five companies that comprise the Sisung Group.
Mr. Sisung earned a Bachelor of Science degree in Accounting from Louisiana State University. After graduation, he sat for and passed the Certified Public Accountant exam and subsequently attended Loyola University Law School where he earned a Juris Doctorate. After law school, Mr. Sisung earned an LLM in Tax Law from the University of Florida. Mr. Sisung is a fully licensed General Securities Representative (Series 7), General Securities Principal (Series 24), Municipal Securities Principal (Series 53), Options Principal (Series 4), Financial and Operations Principal (Series 27), and Registered Investment Adviser (Series 65). Mr. Sisung is also a licensed insurance agent in the state of Louisiana and is a member of the Louisiana State Bar.
Lawrence J. Sisung III

Mr. Sisung has spent over twenty years representing governmental agencies and 501(c)(3) nonprofit corporations at the local, state and federal levels. Working in the capacity of investment banker, financial advisor or structuring agent, Mr. Sisung has participated in hundreds of municipal and private tax-exempt and taxable transactions that have brought over $3 billion dollars of debt funding to public agencies. Within the state of Louisiana, he has represented almost every type of qualified issuing authority and has created new financing structures that have changed how certain state agencies raise capital.
Post Katrina, Mr. Sisung began concentrating on his activities as a minister and currently serves as a community outreach leader for The Sisung Group.
Mr. Mayeaux holds a Master of Business Administration degree with a concentration in finance in addition to a Bachelor of Science degree in computer science, both from Tulane University. While at Tulane he earned the award for the top MBA student in finance. He is a FINRA licensed General Securities Representative (Series 7) and a Municipal Securities Representative (Series 52). Prior to joining The Sisung Group, he worked in investment banking and commercial banking roles for several regional banks.
Mr. Mayeaux currently serves as Senior Vice President for The Sisung Group. His primary duties are with the Capital Markets Group at Sisung Securities. He is responsible for originating and structuring taxable and tax-exempt bond investment banking transactions; for structuring and pricing of interest rate derivatives; and for developing and structuring new and unique financing structures for the firm. He is exceptionally skilled in quantitative financial analysis and complex financial structuring.
Mr. Mayeaux has served as investment banker or financial advisor to Louisiana governmental agencies, 501(c)(3) non-profit organizations, and for-profit businesses since 1996. He is particularly focused on providing financing for capital projects for elementary, secondary and higher education clients. He has served as financial advisor for state debt to the State of Louisiana Division of Administration. He has also served as special consultant and provided testimony to the Louisiana Public Service Commission.
Mr. Mayeaux has created and implemented ground-breaking pooled financing programs for his clients. He has also completed numerous financings for state-sponsored special purpose economic development projects and for companies seeking taxable and tax-exempt industrial revenue bond financing. He is among the leading investment professionals in Louisiana for innovative lease/appropriation secured nonprofit financings.
Additionally, Mr. Mayeaux is a member of the Sisung Investment Management Services investment committee on which he specializes in municipal securities and advises on portfolio strategy. He also serves on the board of directors of Sisung Capital.
Kent M. Schexnayder
Mr. Schexnayder holds a Master of Business Administration degree with a concentration in finance from Southeastern Louisiana University and is a FINRA licensed General Securities Representative (Series 7).
As Senior Vice President of The Sisung Group, Mr. Schexnayder is responsible for analyzing, developing, implementing and maintaining financial structures for entities operating in the public and private sectors. Since joining The Sisung Group in 1997, he has amassed extensive experience in creative debt and equity structuring and quantitative analysis and has served as lead banker on numerous capital transactions throughout Louisiana and Mississippi.
Mr. Schexnayder focuses on analyzing and preparing statistical reports related to market conditions and their impact on outstanding securities issues; creating proposals for various public and private clients to present to rating agencies, insurance companies and other credit enhancement providers; structuring debt transactions; and the marketing and sale of debt securities for our clients.
Additionally he is a member of the Sisung Investment Management Services investment committee specializing in municipal securities and provides assistance in the overall marketing efforts of The Sisung Group.
Ms. Lindquist joined The Sisung Group in 2014. She serves as Vice President of Project Management and Marketing Lead and focuses on business development and real estate projects. In addition to project management her work also includes business consulting, analyzing and implementing new business ventures for the firm, and assisting the venture capital group.
Her previous professional experience has included work as a senior policy analyst for a Washington, DC-based federal agency where she concentrated on management audits and program management for a large scale information technology project and facility build-out. Ms. Lindquist has additionally served as director of external and government relations for a global financial services company in Washington, DC and in this role developed political strategies during Dodd-Frank negotiations with Congress.
Ms. Lindquist also has extensive Capitol Hill experience including 9 years serving in the Louisiana congressional delegation focusing on tax, trade, defense, international relations, and economic development legislation and policy initiatives.
Ms. Lindquist has a Bachelor of Arts degree in Economics from Louisiana State University and a Master of Business Administration from Loyola University New Orleans.
Mr. Chastant holds a Bachelor of Science in Accounting and a Minor in History from Louisiana State University. He also holds a Juris Doctor from Tulane University Law School. While at Tulane, he served as a Managing Editor of the Tulane Environmental Law Journal, and he was published on issues involving The Outer Continental Shelf Lands Act. Mr. Chastant is a member of both the State Board of Certified Public Accountants of Louisiana and the Louisiana State Bar.
Mr. Chastant has accounting and financial advisory consulting experience in areas that include external audit, acquisition due diligence, revenue and expenditure growth projection, litigation support, and business valuation, gained while working as a Financial Consulting and External Audit Staff Accountant with Postlethwaite & Netterville, one of the largest accounting firms in the state of Louisiana. In this position, he assisted publicly traded companies’ internal audit departments in assessing European foreign corporate subsidiaries’ compliance with Sarbanes-Oxley Act reporting requirements. His financial consulting experience ranges from constructing detailed financial accounting and reporting policies and procedures manuals for clients to consulting on issues of cross-border financial consolidations, US GAAP financial reporting, and SEC reporting and compliance for US-based multi-national, public companies. He has also audited governmental entities, non-profit entities, and employee benefit plans. Prior to joining the Sisung Group, he completed an externship with The Louisiana Supreme Court Clerk of Court’s office while in law school.
Mr. Chastant joined The Sisung Group in 2012 as Vice President of Project Development. He is charged with managing legal analysis, research and due diligence related to new and expanding Sisung Group ventures, as well as assisting with development of new lines of business.
Jonathan B. Lockwood
Mr. Lockwood joined the Sisung Group in 2014 as Director of Accounting and Operations. He is charged with the accounting operations, controls, reporting and record systems across all Sisung Group companies as well as maintaining all companies adherence to acceptable accounting practices and generating corporate reports. He also manages day-to-day finance operations and coordinates accounts payable and accounts receivable in addition to managing office operations.
Mr. Lockwood holds a Bachelor of Science in Accounting from the University of South Alabama. He is currently continuing his education to attain his CPA license.
Mr. Lockwood’s previous experience includes two and half years at the Newark Group, during which he held the position of Assistant Controller. Before moving into the Accounting field he was an Assistant Manager for Starbucks Coffee Company. He is a recent transplant to the city of New Orleans, having moved from Mobile, AL where he was a member of the running organization, the Port City Pacers, and a volunteer for the Mobile Arts Council. He has also spent time in China through service as a foreign missionary and teacher in Tianjin, China.
Richard L. Solares
Mr. Solares earned a Bachelor of Arts degree and a Master of Business Administration from Southeastern Louisiana University.
Mr. Solares is a fully licensed General Securities Representative (Series 7), General Securities Principal (Series 24), Municipal Securities Principal (Series 53), Equity Trader Limited Representative (Series 55), Government Principal and Registered Investment Adviser (Series 65). Mr. Solares is also a licensed insurance agent in the state of Louisiana.
Mr. Solares played a key role in the creation and implementation of the securities operations of The Sisung Group and he currently continues to oversee securities operations. He has fourteen years of experience dealing with institutional retirement equity transactions and is responsible for facilitating all equity trading activities of institutional clients of Sisung Securities Corporation. He has also been instrumental in creating the proprietary trading department of The Sisung Group and has been actively involved in the fixed income management of institutional clients.
In total, his experience spans over twenty years of public and private finance experience as a financial advisor and asset manager. Mr. Solares is currently a key member of Sisung Investment Management Service’s investment committee specializing in fixed income securities and exchange traded funds.
Courtney P. Gupton
Ms. Gupton holds a Master of Business Administration degree with a concentration in finance from the University of New Orleans and a Bachelor of Science degree from Southeastern Louisiana University.
Ms. Gupton is licensed as a FINRA General Securities Representative (Series 7) and currently serves as Assistant Vice President for Capital Markets at The Sisung Group. She is responsible for the firm’s variable rate bond remarketing, brokerage of bond reinvestment products, day-to-day bond investor operations, and ongoing compliance monitoring for the firm and its clients.
Ms. Gupton is also responsible for developing various analytical and comprehensive reports for universities, school boards, governmental and healthcare clients. She is particularly experienced with the financing and administration of bond funds for various colleges, universities and public school systems.
Sue W. Walsworth
Ms. Walsworth has a Bachelor’s degree in Spanish from Louisiana Tech University where she graduated magna cum laude and a Master’s degree in English from Louisiana Tech University. She taught at the college level for six years after which she went on to obtain a Master in Business Administration degree from the University of New Orleans.
Ms. Walsworth is a fully licensed General Securities Representative (Series 7), General Securities Principal (Series 24), Equity Trader Limited Representative (Series 55), and Government Principal. She is also a licensed insurance agent with the state of Louisiana.
Since 1990, Ms. Walsworth has worked in the investment industry in both investment banking and asset management services. She has extensive experience in the various facets of the industry including: client servicing; trading & sales; performance evaluation and reporting; problem identification and resolution; and economic research and analysis. Currently Ms. Walsworth acts as a general securities principal in the securities operations of The Sisung Group and provides back office and reporting support to the investment advisory services team. Additionally, Ms. Walsworth provides client support services for retirement services offered by The Sisung Group.
Mr. Bowes is a graduate of Louisiana State University where he concentrated in Business Administration and Personnel Management. He brings over 20 years of experience in the banking industry to his position with The Sisung Group, having served as Chief Executive and Chief Financial Officer of a financial institution for 14 years.
Mr. Bowes is registered as a General Securities Representative (Series 7), an Investment Company Products/Variable Annuity Limited Representative (Series 6), a Government Securities Principal and a registered Investment Adviser (Series 65). He is also a licensed insurance agent in the state of Louisiana.
Since 1990, Mr. Bowes has been in charge of managing the cash management and fixed income portfolios for many institutional clients of Sisung Investment Management Services, LLC. He currently serves as an integral member of SIMS’ investment committee specializing in government securities. Additionally, Mr. Bowes provides client support for the retirement services of The Sisung Group. He is a member of numerous professional and business organizations.
In total, Mr. Bowes has over 30 years of public and private finance experience as a financial advisor and asset manager.
Michael W. Weinstein
Mr. Weinstein holds a Masters of Business Administration degree with a concentration in finance from the A.B. Freeman School at Tulane University. In addition, he holds a Bachelor’s degree from the University of Michigan.
Mr. Weinstein is a registered Investment Adviser (Series 65) and has served as a portfolio manager since 2002. Prior to joining The Sisung Group he served as a portfolio manager for a regional, Louisiana-based bank where he managed $250 million in equity and fixed income portfolios. Before beginning this position, Mr. Weinstein worked as an associate with a private oil and gas focused investment bank where his duties included developing financial models and conducting research in addition to assisting with research and analysis for mergers and acquisitions and private equity placements.
Mr. Weinstein joined the Sisung Group in 2010 and currently serves as the Vice President of Asset Management. In this capacity he manages fixed income portfolios for institutional clients of Sisung Investment Management, Services, LLC. He also serves as a member of the Sisung Investment Management Services Investment Committee.
Stephen M. Carty
Mr. Carty has over four decades of investment experience in financial operations, management and sales. He joined Howard, Weil, Labouisse, Friedrichs in 1968 and went on to complete 23 years of service in Operations, Internal Audit, Management and Sales. During his time with Howard, Weil, Labouisse, Friedrichs, Mr. Carty established and managed the firm’s Northshore Sales Office. With the merger of Howard Weil and Legg Mason, he continued to serve as Vice President and Manager of the Northshore Branch until joining the Investment Security Division of Hibernia National Bank.
Mr. Carty joined The Sisung Group in 1994 and currently serves as Vice President and manager of the Northshore Office and as a core member of the Wealth Management and Retirement Services divisions of The Sisung Group.
Mr. Carty is a founding director of the Louisiana HLA Bone Marrow Registry, and has served the United Way, The Ulster Project, and Volunteers of America in various capacities.
Jake Chapman joined The Sisung Group in December of 2012 and currently serves as the Accounting & Operations Intern, assisting in the daily accounting and administrative functions of The Sisung Group’s New Orleans office.
Prior to joining The Sisung Group, Mr. Chapman worked for over five years with Winn-Dixie, the ninth largest traditional supermarket chain in North America, in various store-level customer service management positions before becoming a district operations trainer, providing store support to newly hired Winn-Dixie associates in both the New Orleans and Baton Rouge areas.
Mr. Chapman is currently pursuing his bachelors of accountancy from the Joseph A. Butt, S.J., College of Business Administration at Loyola University New Orleans, where he has been on the Dean’s List every semester. Mr. Chapman also currently serves as the Vice President of Finance for Loyola’s chapter of Alpha Kappa Psi, the world’s oldest, largest, and most prestigious professional business fraternity.
FRAN V. SISUNG
Ms. Sisung earned a Bachelor of Science degree in Business Education from McNeese State University.
Ms. Sisung’s previous professional experience includes serving as a business teacher in a public secondary school and a professor in a public community college teaching accounting and other various business courses.
Ms. Sisung joined the Sisung Group in 1990 as an administrative and licensed, Series 72 U. S. Government Representative. She currently serves United Professionals Company and Sisung Capital as a special projects management consultant. She is charged with providing analyses and research material on business opportunities that those companies are investigating and may consider undertaking.
Charlotte Carty is Operations Manager in The Sisung Group’s Covington, Louisiana branch. She brings to her position over 40 years of experience in the financial services industry including positions in the areas of Commodity Sales and Operations, Branch Office Management, Customer Relations, and Real Estate Sales.
Prior to joining The Sisung Group, Ms. Carty worked for 5 years with Legg Mason where she served as the Secretary to the Branch Office Manager and 7 years in Real Estate Sales with Latter and Blum.
Ms. Carty began her career with Howard, Weil, Labouisse, Friedrichs where she worked for 5 years as an Operations team member in the Cashiering and Securities Department and for 3 years as the Assistant to the Head of the Commodity Department.
Ms. Palermo has assisted The Sisung Group with administrative and support functions since 2001.
Prior to joining The Sisung Group, she worked for the Jefferson Parish school system for over 25 years in administration and operations. She worked in the offices of the Jefferson Parish School Board’s Instruction Department for 9 years after which she transferred to L.W. Higgins High School as the Principal’s Secretary. In this role Ms. Palermo supervised a clerical staff of 8 which served nearly 2,000 students and over 100 teachers. She retired from L.W. Higgins in 1998 after completing 25 years with the Jefferson Parish Public School System.
In addition to administrative duties, her role with The Sisung Group includes maintaining and updating securities information and providing support for The Sisung Investment Management and Trade & Sales teams.
